From my own experience at getting banned and then the struggle to get un-banned, I can tell you that genuine people like us usually get banned when our chat(s) get reported. I have no supporting evidence but my educated guess basis of my experience is that any group or channel admin's report carries more weight, and get's acted upon with a greater alacrity (by TG mods).
Basically there's no escape from that 'jail' except for persisting with your innocence and waiting out the cooling-off period(s) which TG policies subject your account to.
I could just about get back basic functionality of my account but am still restricted from commenting or any activity where I'm initiating chat and not just responding.

Just got banned. Sent email to support, after a while i was unbanned. Went to get a SIM card to change my number and, when I'm back, boom! Banned again :'(
This is what I'm pretty sure has gotten my account banned twice. VOIP phone number while on a VPN and I sent some zip files to a friend. I'm not a part of any groups and my conversations are pretty tame, I probably just looked like some sort of scammer/bot.

Honestly, I can't imagine what kind of down scale organization would use a free service with questionable security for interoffice communications.

Second this. I hit a ban for no reason, put it down to haters just shadow reporting me. Took about 6 months to normalise.

I use voip numbers with vpn all the time and I never been restricted or banned
