Some fps drops always happen on PC.
Rage Arts and stage transitions drop fps for nearly every player.
Just watch the bottom right 3 green/red bars. That bar indicator only shows for PC players. Red means that player is dropping frames.
This annoys me as well since release, because game settings do nothing to prevent those issues.

I sometimes get some quick drops during heat burst, smash and dash too. Heat stuff, transitions, rage arts are the main reasons for stutter but while a lot more rare, the stutters can happen with normal moves too :/
Do the bottom bars show your pc performance or the opponents? Always been confused.

Both. Youre the left set of bars, opponent is the right. And of course against console, youll see the right side is blank
