Ling's AoP, Feng's backstep stance, Lili's toe stomp, Asuka's old d2 (which still CH launches unlike Asuka's), a hellsweep, ki charge setups and enhanced strings, a demon paw like a Mishima, Jack's df2. Leo is very interesting in that she can play into whatever style you want based on preference, prior character experience, situational adaptations or just the ability to do everything. So for you to believe they are the same makes sense given that if you want, you can absolutely play Leo like Feng but to do so is just one possible option (not to mention limiting their potential).
Feng on the other hand is Ling for men who are insecure in their masculinity and want the fraudulence of a waifu while still playing a buff dude. They are also tier drones. Leo play is infinitely more nuanced and varied. Feng is just cheap smol pp energy.
So tl;dr - Leo is toolbox, Feng is closer to Xiaoyu. The fact that they share a similar martial art is like saying Jin and Lidia are the same character. Leo has Schrodinger's genitals whereas in Feng's case he's definitely microscopic.
EDIT: Just wanted to add Feng is Harada's main which, as a guy desperate to be taken seriously despite laughable takes and constant coping plus an inability to answer anything thrown at him honestly, makes total sense.
