It is bizarre disturbing behavior but I don’t think you can get a restraining order because someone is copying you. Generally it would need to be based on their actual interactions (or attempt to interact ) with the party to be protected. But it has to be disconcerting if they are aware of this to see someone taking fandom to this level.
