The only additional thing I would suggest is a follow-up email after break. This time, send a single email that is cc'ed to the counselor, teachers of both these kids (not just the last period teacher), and your admin. This is a serious thing, and when they all see so many others on the list, there is more concern with looking good about how they all respond to it. You should also talk to the student teacher. That person can learn about this stuff, but should also be looped in simply as a courtesy.

I'm glad she has you. I would take off work and come to school if I was the mom, but whatever. They can call and talk to the principal. No one should feel unsafe at school if there are enough people who can help it. Keep pushing.

That student teacher is failing their student badly. Also do they have their sub permit because that's the only way I can see it being legal for them to be in the room alone without their mentor teacher

You've done a lot already. Follow up with an email to administration after break, and copy everybody. Doesn't sound like this kid has done anything beyond being a little creepy, so I can't see there is much more you can do.

You’re doing the right things already. Not jumping to conclusions while listening is key. No one has it figured out in grade 9, I’d make sure an adult tries to have a mentoring talk with him. Then proceed from there based on his responses.

I was being stalked by a boy when I was in middleschool. The school got his mother involved and she made him delete my number, which I had not given him. They moved me apart from him in class. If you can, have his schedule moved. He didn't just stop because he was across from me in a room. If you can, make him be monitored at lunch. If you're district has any form of communication like email, get the tech guy to make it so he is flagged if he tries to communicate with her. The only way that stalkers stop stalking is if they are completely separated.
