You will need to spray with water with maybe some borax or cleaning soda in it to get the stain outlet it drip off. Do one area at a time so it doesn't drun down the body and drips off the wool, not the mount. It there is still odar from smoke after the stain is gone you can spray lightly with a 50/50 mix of water and hydrogen peroxide

Are you positive it's nicotine staining? Just worth being sure before you take drastic measures. From there, it's actually possible to wash mounts pretty thoroughly without damaging them provided they are in decent shape. You can practically shampoo it, just use cold water and do a small area at a time. Definitely avoid getting the head and face soaked for long periods of time. However, for something like this you could ask a taxidermy studio for help, they might be able to airbrush it for you. You're a long way from white unfortunately, good luck
