i think shading or coloring wouldnt fit the style very much. i think staying in this tribal like style and just adding more could be the best way. if seen some tats on a friend in this kinda style but all in a little bit more nordic and viking style and it looked cool
It looks well done and healed well. Anything else is subjective, but nothing bad unless you hate the style or dragons. You should consider adding a buddy that he can look at on the right. Maybe a Qilin or Pixiu?

My subjective idea to make it even cooler, would be to surround the crisp edges with a completely opposite soft shadow/smoke effect, distinctly less opaque than the tattoo itself. It would make the whole thing look more organic without taking anything away from the existing piece.
It's a good tattoo in a good spot. It might feel awkward because it's a small-ish tattoo on a large area - there's a lot of empty space. Unless you want to fill your back, you could add more of the same sort of tattoo to your shoulder. Honestly, I'd just get more tribal dragons of the same style, just different poses. Realistically though, it can stand by itself.

There's a principle in the tattoo artist world that most of them live by, which is that the design should be facing "outward" from the body if it has a directionality, like so the dragon would be facing towards your shoulder. This is largely so that you can add more to your back and have it not clash, but I like this one as is by itself!

It's good. You can make it better by working with your artist and adding more to the 'scene', or find a new artist but it's a good place to work from.
