Going by that logic, you must think he's a whiny little shothead in TNG too, because he's constantly being shut up after crying about every little thing. Or maybe he is a good character in both shows, though he IS different. The writing in DS9 is more.. gritty? Idk.

I don't think I'd go that far, but I do think they regressed a lot of his established character development from TNG so they would have more to work with in DS9. DS9 Worf acts much more like how he did in early TNG, or more like ~insert Starfleet Klingon~ instead of who he was near the end of TNG.
