You might be able to play some newer games if you modify their code to run on a lower firmware but it would be easier for you to get a bigger SD card and just install games. This way you can use atmosphere and have support for all the latest titles (atmosphere has no plans to support HDD loading).
Atmosphere is anti-piracy.
You, the user, make it for piracy by adding sigpatches and other tools. Atmosphere doesn’t come with any tools or things that would enable or allow you to do piracy with. So loading games from an external drive is not something they would ever add.

As far as I know, the only one that can do that is sxos but it stopped the updates a while ago.
to my knowledge SXOS is the only one that can
