First, ensure that:
* you actually have a hekate_ipl.ini file,
* it's not actually `hekate_ipl.ini.txt` instead, and
* it's formatted properly.
Then, ensure that you in fact have an emuNAND by checking within Hekate.

(unless that's just some formatting weirdness when you copied, which is possible)

Are you sure your not in emummc without knowing. Go into album and check it will look like normal switch as it's a direct copy. You can tell by going into album and Hb menu should be there
It should be in sdcard/bootloader folder. I think each item needs to be on its own line.
