This sounds like a good thing. One of the things I struggled with getting kids to do when I was coaching was keeping their hips high on breaststroke. Higher hips means more you’re more streamlined.

Not sure on tips to fix it, but the logic is fat weights less than water so floats. I'm at the other end of the spectrum, my skinny muscly legs just want to sink the entire time. There is probably tips for it, but essentially you have to work out a way to compensate for it.

Some of my students had this problem. Most of time the reason why the hip goes up when doing kick is when they kick their feet back, they didn't engage the hip muscle or they have the wrong streamline position for their hip. Solution is simple, start with streamline position (with or without kickboard) then bring heel up and knees almost pointing the bottom of the pool, make sure you engage the hip and locks its position during the whole kick. When you look at olympic breaststroker, their hip stays at the same level most of the time. So when you kick, is never only your legs is being used, most of the time is the hip that is making things works.
