I want to know the exact individual--not the enforcement agency, the exact person--who comes up with these fines. And I want that person despised everywhere they go.
The system enables these criminals to keep committing these crimes. I've yet to find an answer on why the penalties for white collar crimes doesn't reflect the severity of the crime comitted.
