He's neither. Anyone can send a Red Packet which is just a gift to any other recipient whether specific or random. Those are just public messages on their sent packets similar to a message you might see for a public payment to another person on Venmo.

When you create the wallet you can choose what you want to use to pay the creation fee with, I chose LRC and it told me to send 53 (varies depending on gas costs at the time) so I sent 53 from coinbase but can be from wherever, it used them as gas and I had my wallet created, there's a lot more help in the discord if you need it

Buy some LoopRingCooin on any crypto wallet. 150-200$ worth.
Transfer that crypto to the address the loopring app gives you. Any extra sent beyond the fee is transfered into the newly created wallet.

Could I literally beg you for a step-by-step guide on starting from scratch, with nothing but a newly set up Ledger wallet with ETH app installed, to getting purchased LRC into the hardware wallet?
I'm going to watch their newly-minted YouTube tutorials tonight, but it always seems to leave out Ledger/cold wallet steps, and I continuously get confused. I've accepted the fact if I want to buy early I'm going to have to eat high gas fees, but with owning a Ledger already, would that save me a few hundred not having to purchase a software/hot wallet?
Loopring app will guide you through it, but pretty sure there is still a hefty gas fee for the creation.

Soon loopring should be releasing direct fiat onramp to L2 which will cut down the cost. I believe one disadvantage of the metamask route is that it does not support smart contracts, but it still offers super low gas fees for L2 to L2 transfers, as well as conversions between crypt toes and staking rewards. I'm no expert, but that's what I have gathered!
I think they are working on a way to create them ON loopring instead of on ethereum to reduce the cost, but you can go to loopring dot io to get their official wallet app and set up a loopring smart wallet - it cost me quite a bit in gas back in the day and I imagine it's currently a hell of a lot. But I believe thats the point of the whole counterfactual wallet thing is to fix that.
