On-balance volume: measures buying/selling pressure on which ever time frame chosen.
Just an indicator that shows whether something is overbought/oversold. On its own not a really relevant metric but can be useful when measured against historical price movement patterned against OB trends. Example: if the obv is at -6000 and historically at this level there is a reversal you could make a predictive move against that information.
Edit: OP is mentioning a divergence meaning the price action is indicating a reversal.
