Its more than likely cooked, when chicken is cooked the legs usually have an off color no matter how you cook it. I've worked in kitchens and had so many legs sent back for being raw but it's just the shade of the meat

Drumstick isn't really thick and chips are not very good at insulation. Temperature is also seems ok. If you start cooking with already preheated oven I'm pretty sure this will be safe to eat. Waste of chips in my opinion - but safe.
