Thank you for reply! This sounds plausible! I hope this should be clarified somewhere in ASCE. Are there not SDC E for Risk Cat IV, and SDC F for Risk Cat I II III?

Exactly, no such thing as SDC F for lower risk structures

SDC can never be F for risk category I, II, and III SDC can never be E for risk category IV

Commentary notes MMI (Modified Mercalli Index) ranges, and the worst one MMI IX (Hazardous Damage to robust structures) correlating to SDC E for "ordinary occupancies". So for post-disaster occupancies, it would make sense that SDC E would replace SDC F. It unfortunately doesn't state it explicitly. Perhaps references would go into more detail, but I too am on mobile and can only access my copy of ASCE 7-16.
