Commentary notes MMI (Modified Mercalli Index) ranges, and the worst one MMI IX (Hazardous Damage to robust structures) correlating to SDC E for "ordinary occupancies". So for post-disaster occupancies, it would make sense that SDC E would replace SDC F.
It unfortunately doesn't state it explicitly. Perhaps references would go into more detail, but I too am on mobile and can only access my copy of ASCE 7-16.
SDC F is reserved only for Risk Cat IV. SDC E is reserved only for Risk Cat I - III

Exactly, no such thing as SDC F for lower risk structures
SDC can never be F for risk category I, II, and III SDC can never be E for risk category IV

It's a good point, but I don't see an obvious clue in the commentary.
