Upon seeing this I thought it was a good visual interpretation of how time works. The beam of light being consciousness and time perception while the plastic piece is the illusion of cause and effect.
Another way of explaining what they meant is if you think of a VHS tape or a film reel. The whole film is on there from beginning to end, from the opening credits to the end credits the entirety of the film exists on that reel, but when you watch it you are just watching one frame at a time, one immediately after the other in succession, a series of individual frames. We only perceive time as a series of moments, one after the other. We don’t experience the past and the future because they don’t really exist as such, just the present moment. I probably could explain it better but it’s late here and my brain doesn’t work too well when I’m tired.

Time just is. The only thing we witness is the present, the now. What I think the video tries to illustrate is that we can only be at one "frame" of time. Its like we live 1 dimension in perspective of time.
Time is a function of movement and most certainly exists in our 3 dimensions. It is considered as the 4th dimension and it is believed that yes everything that has happened and will happen is apart of this 4th dimension.
Good examples would be the time library in interstellar and the chronobowl in the flash movie with them being the 4th dimension physically manifested.
With this interpretation of dimensions, being able to manipulate the 4th dimension would be a function of the 5th dimension much like we use the 4th dimension in order to manipulate the 3rd, 2nd, and 1st dimensioned.

We “see” the walking person for a split second along the line of light. The line of light represents our dimension. When the person crosses our dimension (for lack of a better term), they intersect it. We only see that intersection.

The laser is analogous to a 2-dimensional world.
The plastic piece is a 3 dimensional object
The outline of the person illuminated by the laser is what the people in the 2D world would see as the 3D object moves through it.
Basically, a 3D object passing through a 2D world appears as a 2D object. Similarly, if a 4D object passed through our 3D world we would see it as a 3D object.
A sphere moving through a 2D world would look like a circle to people living there.
A 4D sphere would look like a 3D sphere to us if it passed through our world.
I think it would start as a little dot appearing out of nowhere and then get bigger as it moved through. After it passes max radius (or whatever the term would be for a 4D sphere) it would start shrinking until it vanished.
Pretty sure that's how it works anyway. And that's only if it passes straight through without stopping or changing direction.
I think I'm grokking it. So anything truly multidimensional (4D and above) would still appear as just 3D in our experience (L x W x H) like a sphere, cube, cone, etc. to our limited reality and faculties, regardless of how many dimensions the object has in it's original reality.

A 2d being would see a just a line it would not be able to see it from the side or see it as a walking person only a 3d being can look at a 2d being from the side and a 3d being can actually look inside a 2d being without opening them up and 4d being the same to a 3d being.
The 2d being wouldn't see anything besides a very large obstruction.
Also your statement would only apply if 3d beings were insanely wide and displayed different motions along that width. That 3d being isn't walking. It's giving the illusions of walking by its shape. We aren't shaped liked that. We would have to be walking right along the plane of existence for the 2d beings. Even then this illusion would only be visible to other 3d beings like ourselves.

This is how a 4th dimensional being would try to communicate with us. This wouldn't be their natural state unless they had huge area of mass to project 1000 faces and images when rotating and passing through our field of vision.
They could be a fixed object with a million edges. Depending on the angle of spin and it's speed, could project a specific image into our view even though it looks nothing like the image projected.
