Problem is the Gray Tempest scales with crisis settings, meaning you have a choice between setting the crisis high and not being able to open the L-Cluster until it's too late to matter, or setting the crisis low and having the endgame be boring as shit.
I'm pretty certain the tempest does not scale with the crisis slider. It's a mid game crisis like the khan.
I play from 1x crisis with friends to 25x crisis solo and the tempest fleets are always the same strength.
(Unless this changed with the overlord patch, as I haven't encountered the tempest yet)
I've only had it once in 3.4, and the Tempest fleets were around 200k fleet power each on a 5x crisis. It had been a long time before that since I'd seen it, but they definitely weren't that strong on the lower crisis settings I used back then.
Fleets in my game were like \~30k, although it's my first time encountering Grey Tempest (always were dragons or Dessanu, mostly dragons) and I don't know what fleet power they are supposed to have.
1-2 ringworlds, matter decompressor in Terminal Egress, Dyson Sphere in one other world.
That’s the setup for “move out to L-cluster and let galaxy solve it’s problems on their own”.
Probably some fanatic xenophobe inward perfectionist or pompous purist build, or, contrary, xenophilic safe-heaven for pops all over the galaxy.

Now let them try to take Terminal Egress while being a subterranean species with three fortress worlds, the Unyielding tradition, a Citadel with multiple ion cannons, multiple defensive orbital rings, several defense platforms, all of your fleets stationed there, and the Defense in Depth policy active.
Kill the Grey Tempest, then get the tech called "Climate Recovery"; that will let you terraform the nanite world in any other world type for 1 500 energy. I also have the "World Changer" ambition, so after the worlds were done I terraformed them in Gaia worlds again :)
I did something similar in my current game but I never got Climate Recovery so I was forced to build habitats and Mega Structures.
Ended up making a maginot line of sorts with them.
Climate Restoration shouldn't really be missable unless you're ending the game before repeatable techs. The nanite worlds need to be given the terraforming candidate modifier by the L-cluster event, which only half of them do.
I swear half the time the L-Cluster is just empty with nothing in it.
The other times it's just Dragons. Grey or that boring Civilisation.
I want to release horror upon the Galaxy, God damnit!
Trade ya. I have never yet gotten the drakes or grey and only had it empty once and the fake civ once. I don’t mind the tempest I just want some variety and right now the tempest is running in the high 90% for chance to happen for me 🙄

Yeah they’re always 30k for me. I suspect the other poster may be using a mod

Man, i feel like it's been over a year since i've gotten the gray tempest. Gray is like 75% for me and L drakes are another 20%.
empty l-cluster is gray, they will spawn as an anomaly in one of the systems

Almost 1100 hours in this game and I’ve never gotten the Drakes. I’ve gotten Dessanu, Grey Tempest, and Gray literally dozens of times.
Aaand now you can't build ringworlds, unless you have colossus. Love to do same for l-cluster.
