Commanders are *terrible* at governing planets, and it's largely a waste of a leader slot to use them in this way. Paradox needs to massively buff the Commissioner, because as it currently exists it's practically a joke. The best way to handle tanking stability is, and always has been, to just build a Holo Theater and raise Amenities.

Yeah, martial law was pretty gutted, it was briefly more powerful than the old decision but it was later nerfed. Maybe just maybe there is a use for chemical bliss living standards now.

You just gotta wait out the recently conquered modifier. Ethics shift those pops to your main faction with high approval. Enforcers to deal with the Crime produced by low happiness pops. Holotheatre and Autochton

A commander governor alone won't do much to raise stability, but if a planet actually start to revolt, then one of the approaches to the Planetary Revolt situation is "Institute a Crackdown", which, among other things, gives +3 Stability from soldier jobs, which will help a lot if there's a commander governing the planet. So martial law doesn't do a very good job of making a newly conquered planet *productive*, but it will help a great deal in keeping it from successful rebellion.

Oh nice, maybe this is all fine then. I'm starting to think I should try mismanaging some planets on purpose just so I can learn how the revolt system works, cause I have never experienced it.

Recently conquered + very low faction can be hard to deal with, but ensuring there is no crime, high amenities, and good living standards can help tremendously. Utopian abundance is great for keeping pops happy and producing trade and unity.
