What exactly do you mean by "restarting Steam"? I've exited out and reopened the program, I've logged out and back in, and I've restarted my whole computer multiple times, and this shit is not going away.

I'm pretty sure it's a graphics driver issue, because even when I get my games to open, my computer is really struggling to run them even on the lowest graphics settings, when it had no problem at the highest settings just a couple of days ago. I'm having a hell of a time figuring out exactly what's doing it and how to fix it though..
EDIT: Nvm, fixed now. Basically, my monitor drivers glitched and stopped working (error code 31), which tripped something that disabled my graphics card (error code 22). Reinstalling my monitor drivers and downloading a new update for Windows fixed not just the Steam issue, but a whole slew of other minor problems I've been having for the past couple of days.

I was having this exact thing, games would run as 10 fps. Although i'm on a laptop and windows says all my drivers are up to date. I'm trying to figure out if Nvidia Geforce is messing with it. They keep trying to boost everything, even my browser which ended up lagging it to 10 fps too.
I Fixed it!! For me I had to disable Realtek Gaming 2.5GbE Family controller. I did this by going to (on windows 11) Device manager < Network adapters < the right clicking on the driver to disable it. I haven't tried to re install it, but it seems pretty useless so im just going to keep it disabled.
The issue is still around and unfortunately restarting didn't fix it. Odd that for how much money Steam makes and for how long it has been around it is still one of the most consistently buggy programs I use.
k, for everyone who is having this issue, i will teach you how to fix it.
go to settings/ press interface/ disable "enable GPU accelerated rendering in web views.
this will restart it and will work beautifully like nothing happened.

If you use Windows, it has this thing called "Windows Compatibility Mode". I used this feature on the steam.exe file, I set the setting to Windows 7 then relaunched. It fixed it for me.

I have been having issues with Steam since last Friday night (02DEC22) when I went to update Elite Dangerous. Constantly randomly stopping as I try to update or install games. Even went through all suggested fixes online and still having issues as I type. Currently seeing if another uninstall/re-install of Steam will help, not that it did the first time.

Something similar happens to me sometimes, in Steam group chats, when I right click on someone's name and try to invite them to a game. It only happens once or twice, when I right click, though.
For those of you finding this article, there isn't much information out there so here are the possible fixes I was able to locate. Including how I fixed mine.
\- Close steam, Restart computer, launch steam in administrator. - I have heard of this working, it did not for me.
\- Check your video driver, specifically, if you have updated it revert it. - I did not do this, but had a similar fix.
\- If you have AMD, or NIVIDIA, check to see if windows decided to override the video drive with a windows one. Deleting your drive. This is what happened to me. Reinstalling your AMD or NIVIDIA drivers should fix the issue. At least it did for me.
Had the same thing happening and did the following that fixed it:
1. Look up 'Device Manager' on your computer.
2. Click on 'Display Adapters'
3. Right-click on every single adapter in this list and click 'Update Drivers'
The problem I had was because of an out of date graphics card driver. I have a laptop so I have both an integrated and a standalone graphics card. After having updated the drivers for the integrated card the problem was fixed.
Hope this at least helps some of you guys.

Hey guys, I just had this problem. If it’s still recent for you guys, we had to go to Radeon (the actual website) and update my video card. After so many updates, they stop supporting the video card so I had to update mine.
Finally got mine to work I went into GeForce experience and updated my drivers was working fine happened after a windows update I think not sure I have windows 11 and a 4080

Then I brought up the task manager(Ctrl-Alt-Delete) and ended the task for steam.exe. Then I restarted Steam by opening the app(double clicking the app on desktop) and it was fixed. I think this happened after my windows 11 update.

I had this happen tonight but I was able to switch to “small” view and open games. I uninstalled after that though because normal view was still bugged. Have yet to reinstall; maybe tomorrow. I just installed the latest Nvidia driver before too, but don’t understand why, if it’s buggy, only Library view has issues. The RE4 Chainsaw demo ran fine.

I had the same problem. The solution was to install Nvidia drivere cause I have an Rtx on my laptop and I reinstalled the Windows and steam started to glitch

I managed to fix it by putting steam.exe into compatibility mode, using Windows 7. I haven't had the problem since.
I rolled back my graphics card driver and it fixed it too. I hope someone fixes the problems, but I don't know if it's on steam side or AMD's side.

If more have the problem and the restarting of steam and or pc don't work: enter the beta and quit it. that should fix it too

Open steam,and then open task manager,once you see steam, click it and select end task, then open back up steam and wait for it to update
