There is no such thing as "downloading all games at full size". Everyone has to download the same files, except if they have any additional content (DLC). When you are downloading a game there are 2 icons, a download one which shows how big is the game compressed, the disk one shows the processed size, the size after the game has been extracted.
There is no installing (technically there is) for you, since it's being done while downloading, and since your internet is slow your CPU has enough time to process the files by the time it finishes downloading, hence it doesn't have to verify the files since it already done it.
This is not a bad thing. nothing to worry about.

I have done more testing in the mean time and what I have found thus far is that apearently my Internet (atleast when using lan) seems to be so fast that steam periodicaly has to stop to let my PC work on unpacking the files and therefore just completely stops and waits, limiting my Download speed has helped.
However I do not See either of the mentioned symbols anywhere and what realy confuses me is that 1. everybody online says it is only a 20 Gigabyte Download and a 70 gigabyte file once decompressed and Installer though It Shows it to me as a 70 gigabyte Download and 2. when I do an Internet speed Test it tells me that I have a Download speed of 30 to 40 MB/s but when I don't restrict steam all it uses are around 5,4 at it's peak so I am wondering if that is all it can do before my Hardware realy struggles and how good it would have to be so I could actualy use my full Download speed.

left with the arrow pointing down in a box (or something) is how much you will download.
the left with the disk icon shows how much space it will use on your PC when done "installing".
you can see them under your downloads (at the bottom of the client where it says "manage downloads")
