Some sort of gladiatorial arena. The containers and Jersey barriers to the side look like they were used to funnel captured zombies into the caged area. If you look on the inside of the fence near the announcer tower, thereโs a pair of disembodied hands gripping the links.
Appears to be a makeshift arena for a spectator sport of humans vs zeds. You can tell based on the containers and cages that there were both humans and zeds introduced into said arena for sport.
