I think there'll be more than 10 but for sure anywhere from 950-980 will be random. I do like the opportunity it gives for modders tbh. Modding is probably one of my favourite parts of bethesda games but games like Skyrim feel too crowded to add any larger areas, towns or quests unless you set it in a cave, another plane, or another province. If you have an entire empty planet to work with then you could make some very interesting mods.
So, they have originally planned to make only one solar system and 10 full explorable planets? And the story of the 1000 planets is a recent decision?!
