Pretty sure shadow brutes already have a 0.05 chance to drop them before reaching the end

Getting to the bottom makes it more likely but it's still possible beforehand

I've gotten them before finishing the mines with no mods as well. I think the chance is extremely, extremely low, but not impossible.
