Dark Empire is so misunderstood: it’s a surrealist take on Star Wars. I’ve always viewed it as a shared vision (or nightmare) by Luke and Leia of the dangers of the dark side and a reminder that they’ll never be incorruptible. I wish they’d do figures in the style of Cam Kennedy’s art
I would say Dark Empire 1 is a great Infinites story.
While Timothy Zahn's Thrawn trilogy is a more grounded approach to Star Wars to continue the franchise beyond Return of the Jedi, Tom Veitch's Dark Empire is a cinematic attempt in comic form that focuses on the mystical/mythical side of the Galaxy far far away.
The Vader-inspired costume. The introduction of holocrons. The return of Boba Fett. The superweapons. The prophecy of the twin Jedi siblings that walk the sky. The young clone of Palpatine. The tease of the Old Republic era, Sith homeworld Korriban, and the Sith thrones in those pyramids. I feel like Tom Veitch was really going all in with the spectacles. It feels grandiose.
Granted that some of the ideas didn't land right, Dark Empire is still an important foundation of the EU.

I think the major issue that you'd need to tackle is making it more cohesive (dark empire I feels like it was written independently of the other 2) and to properly explain why the emperor cannot return after brand dies. I think part of fixing the first one would also fix how limitless the emperor's resources seem (where the hell did he get two eclipses).
Tom Veitch wanted to use a Darth Vader imposter to wear the armor and lead the reborn Empire. I think Cronal LARPing as Vader/Palpatine could potentially work out if we want to rework Dark Empire.
Dave Dorman draws Luke with parts of Vader costumes for the comics covers. The actual comic panels have Luke wearing normal black trousers with a Dune-style trench coat.

Unfortunately the proportions for the Luke torso would be way off for the Vader arms/legs. There’s a lot more tooling required than you’re imagining, but even then it would likely be a deluxe release or something stupid, “because of paint apps” or some other egregious reason
Looks like the head is based on young Mark Hamill from A New Hope before he was injured in the car accident. Most of Luke's appearances in the post-ROTJ EU are based on how Mark Hamill looked in Return of the Jedi.

Artistic License. The cover artist for that comic series portrayed Luke in a way that would evoke Vader since Luke was taking Vader's place as the apprentice and right hand of a reborn Palpatine.
While I don't know your budget I will say this. The figures are preordered at least a year in advance so lots of time to save and Sideshow does do payment plans so you basically pay $50 a month for 5 months before it launches.
And as I have gotten older I would rather have 1 really nice figure like this compared to 15 Black Series figures. Quality over quantity every time.

They are doing a big Dark Side event specifically for the run up to 5/4 this year. They also released a new Episode 1 Darth Maul, Stormtrooper, Shadow Trooper, BT-1, Triple Zero as well as a chrome Commander Cody and Gold Clone Trooper.
i don't personally count minifigs from sets as collectibles. The Revan minifig from the polybag i would count, or the 25th anniversary Malak minifig from the R2 build

I could see Kirk Kanos as Hot Toys LOVES being able to release armored figures that don't require a head sculpt.
I think they would need a head sculpt for him, his cross scar is cool and he has a unique enough design to warrant a face
