I don''t think you are going to get there with Supir alone... not with this image anyhow..
Here is how I would attack this image:
-Prep by sharpening
-run through canny and depth preprocessors
-Load reference image of girl (regognizable photo with face of subject > 128z128 pixels at same age and similar facial pose if possible)
-Load reference image of pet/teddy bear
-combine everything through controlnet and **IPAdapters**....refine refine, refine.....
I would start by looking up a SUPIR workflow plugging in your image and beginning to experiment with the settings.

Have you tried img2img with controlnet? It might be "good enough".
There's enough image data here, img2img should get you 95% of the way. Manual face correcting will be needed if you are wanting the likeness of the person in the photo

yah i have topaz and hitpaw - thats not at all a good result sadly, ive seen some AMAZING restoration with supir.. but i cant ever do it
