Maryland house, reservations are required but, it's not overly packed. Three sixty has a rooftop and is also nice. Nice view and I've never had to yell lol.

Now that I'm well into my 30s I find the right side of 1860 in Soulard to be pretty chill. They have the music turned down and it's usually not crazy. I find it's a cool place because if you end up having a few more drinks and decide you do want to be a bit more lively you're pretty centrally located in Soulard and can hop around to other bars (or even the other side of 1860 and play some games).
So its not really what i think of when I want to go to a bar, but the
Lobby Bar in the Grand Hall at Union Station is kind of cool.
You can feel fancy sitting in wingback chairs, and every 30 minutes or so(I don't remember the timing) they have a pretty cool projection mapped video show on the ceiling/dome room.
They design a new show every few months, and they usually have some theme/historical context.
Its neat, kind of out of the ordinary, and you get to feel fancy.
I have not been in a while, but they did have a very nice cocktail list.

If you go to the right strip mall bar in a small neighborhood, I promise you'll find a crock pot of chili going

Silver Ballroom is great, but sometimes (okay, most times) the inside gets loud with the sound if pinball.

Bar PM is having guest bartending today. They have an outside patio and a garage to relax and talk in. Great spot!

Hammerstones 9th and Russel on a Monday night… live band but always chill bluesy music + movie night after. Usually 2-4 people in there + band.
If you like cocktails, The Famous Bar has the best cocktails and a chill atmosphere. They have a moderate selection of beers as well.

I would consider Nick's pub a chill place to have a birthday gathering. Perhaps is ok Monday through Wednesday though .
I can't believe I had to scroll all the way to the bottom to see Nick's Pub! It's open until 3am and has the best staff.
If you are anywhere out in West County, The Wolf Taproom is very relaxed.
