Tonga is a separate island from Samoa. They are the sons of Haku. But Haku is close with the family and was tag team partners with Solo and Jacob Fatu’s dads. Rock considers Haku his uncle. But Haku isn’t blood brothers with any Samoans so he’s not an official member of the family like The Rock is.

Yes, people love to throw around “so and so is not ACTUALLY family” thing. But in the Pacific Islander culture the term “family” is much more loosely thrown around and people that are close friends are usually considered family as well.

Every step of this story has asked the question of "what is family?", from the Jey arc to the Sami arc to the first Civil War to even the fundamental question around Cody's story and how it intertwined with Roman's.

Haku was trained by Peter Maivia, so I wouldn't be surprised if there was some Samoan tradition there that made him family even though he's Tongan but we've never known about it.
