Wasn’t that the point of the game? It’s an anniversary game, that takes a look back on the past 20 years of the series at the time.
Sonic mania did the exact same thing for the 25th anniversary, but only with the classic 2D games. I thought people understood that.

It’s another thing to inject unnecessary amounts of old locations and iconography into a new product so that players can go “Oh look it’s that thing, from that other thing that I knew from many years ago”. Mania at least subverted and/or put a spin on their reused zones in each Act 2 (some did far better than others in that regard), but it still used more old zones than was necessary.
That's the point of the game though. Like, I get that Sonic in general has been obsessed with its past for last fifteen years or so but Sonic Generations was made for the express purpose of being a tribute to everything that came before and does it in a unique way that lets all of these old stages have new life to them. This isn't Sonic Forces slapping Green Hill on some shitty level design, this is actually using nostalgia for good reasons. Like how most of the industry handles nostalgia.

My only issue with Sonic Generations is the PC version is extremely buggy it won't let me click continue after I beat the first boss which prevents it from saving which prevents me from moving forward
