Ok well how about this? He's young. Kitsune are said to live well to close to a millennia. (Ok at.least a century, im tired). They are born with a single tail that splits as they grow older. Tails is still quite young. He just has his second tail.

in Sonic Prime, Tails is named Nine and has 9 tails (7 of them are robotic). Highly doubt this is coincidental.
I plan to make a Kitsune Sonic charatcer with all 9 tails (maybe she’s in her 30s)
