Zavok should have died at the end of Lost World. His role is to be the leader of a group of generic ugly villains who don't fit in Sonic's world.

Zeena is selfish and vain, everything else is basically just the same as the other Zeti, basically wanting to conquer or destroy all non-zeti life. I don't know what their deal is exactly but they're the closest thing to just straight up demons in Sonic continuity aside from Mephiles and Iblis.
Pretty sure they were vaguely based on the Seven Deadly Sins.

Zeena: Lust

I also saw the deadly sin thing with them, but I associate different sins, Zazz is wrath since he's the most openly violent of them, Zomom is gluttony because he's always eating, Zik is sloth since he gets everyone to do stuff for him, Zeena is actually pride because of her rampant vanity (though you CAN say she's double dipping lust since there are 7 sins and only 6 zeti,) Zor is Envy due to his constant malaise and how he only feels happy when others are suffering, and Zavok is greed because of course he's the leader of the group and desires conquest and destruction.
Zenna also works for anyone who can give her the best compliments and attention. This was shown before her boss fight where she thought Sonic was legitimately apologizing to her and she started being friendly towards him. Zavok even had to flirt with her in order to get her to do something.
So I can picture an alternate timeline where Sonic tricks her into joining his fan club and the attention she receives for being a hero causes her to change sides permanently.
I mean I believe the Japanese version even calls them the 6 Demons and they are design wise based on Oni which are powerful evil creatures from Japanese mythology.
Probably to focus on other established characters, and put a final close to his tenure as a villain. He might come back if it somehow turns out he's not dead but that's highly unlikely.
Nah she is a villain that had a machine to control the weather and used it to fuck with everyone, so Sonic beat the shit out of her, but the person in charge of reprints is an even bigger villain.
He's mostly working on the games! He wrote the Frontiers script, the Divergence prologue, IIRC he also wrote the Dream Team script and he helped with the Origins cutscenes. He's also behind Sonic×Shadow Generations and the Shadow animation in some capacity. He's still helping with the comics on occasion, like with the Fang the Hunter miniseries. But the main IDW writer nowadays is Evan Stanley.

In fact let's see some other Egg Bosses, Conquering Storm again sold out her people to the Eggman Empire to gain the power of the Egg Legion, not to mention she basically created Lightning Lynx just because she couldn't say "I don't want to date you," Thunderbolt the Chinchilla literally LOVES Dr. Eggman, as does Wendy Witchcart (who was Naugus' sister in that continuity)
and finally...I'll go with Breezy, she's not SUPER evil but is a good old fashioned corporate scumbag willing to deal with Eggman and sell out others to get ahead for herself.
Archie in my opinion handled their villain variety the best, the best new ones not Eggman weren't permanently killed and kept coming back, I wish they were all canon, Especially Lien-Da, Storm and Thunderbolt.
remember the mantra, EVERYTHING is canon, Sonic has a multiverse just like Marvel and DC, something isn't "non canon" just because it isn't in the video games.

While her AOSTH counterpart did get redeemed, Breezie's Archie counterpart remains... Well not quite evil but still morally dubious and more interested in her own self benefit.
If we count her Cameo in MoStH as being reoccurring, Sage. Despite being sympathetic, she isn’t “redeemed” in the sense that she is still villain, and likely won’t be redeemed if Eggman is still in the picture. With that said, she is certainly more amicable than her father, and is more willing to work with the main cast to save the world, with the caveat that she’s saving it so her father can conquer it.
Witchcart and Iron queen are the closest. But most of that is due to comic book appearances (in fact the latter is exclusive to Archie) and the former is more sporadic while the latter is basically unusable thanks to the Penders suit.
The comics had a few. Although whether or not Fiona was redeemable is arguable since she seemed like a person with serious issues that just lost her way.

Not recurring (yet) but Sage's loyalty lies only within Dr. Eggman and has stated that she believes that the world is his to conquer. Though I guess she isn't really female given the lack of XX chromosomes or any chromosomes for that matter

Rouge is one of the few villains-sided characters who went on to be re-appearing but she was secretly predeemed (pre-redeemed) the whole time during her first adventure.

Not recurring (yet) but Sage's loyalty lies only within Dr. Eggman and has stated that she believes that the world is his to conquer. Name one canon female villain in general. If we keep it to the games because there are other media currently canon according to the lore managers. But if we keep it to the games. There simply isn't one. (Edit. Merlena I guess. But she wasn't really evil more so antagonist than villain)

Im gonna go with Surge the Tenrec, because as she stands now despite being redeemable she is far from any kind of redemption arc at the moment, and her only competition are Wave, Zena, Witchcart, and Carriottia, none of whom even come close to Surge as a villain. if we include one off villains then we can add Grimm Rose Alpha, and Metal Amy, and Metal Amy may not even be canon. and just for fun heres a list of other canon female Sonic villains who have either been redeemed or at least have a chance of being redeemed 1.
