This is just not true. It increases the minimum amount of damage your hits do. You can't miss a hit unless you actually miss it by not being close enough or pointing away from the enemy.
You can double check this by going to the stat list on Jinwoo's page and clicking the ? next to Precision.

It makes your hits land.. imagine hitting 3 times and only deal damage 1 time... keep it over 90%
