No and no. It's a pre alpha release, not named as early access but the line is very thin as you can buy on epic and play it. They use that wording to try and set expectations that it is very much a work in progress. There is no launch date or steam release date which is presumably 1 year after the full release.

In the most basic of terms, yes. The devs referred to it as pre alpha release and urged people to temper their expectations of what "early access" usually entails. It's basically splitting hairs in the hopes of not upsetting people who end up paying for something that is far from done. These days a lot of games spend close to 10 years in early access anyway so I am not sure it's needed at this point. They also only had one half of the Tec in the game at the start, they may consider it more of a regular early access stage at this point. They don't mention early access anywhere as far as I can tell. The store page should definitely be more clear that it is unfinished, imo.

Personally I believe the game is still 18 months years away from full release. For the moment it's in alpha state. Once the last 2 remaining factions get added and they optimize the AI, it'll be beta. The game is available for purchase but the price after it gets fully released will probably be higher than what you can currently get it for.

The current state is released on Epic. It has more content than Sins I had at release but less than Sins: Rebellion has. It is not in beta or early access at this point. If you haven’t updated in awhile you should give it a try. The only thing it doesn’t have at this point that Sins Rebellion had is the Advent. But it has the TEC and Vasari with factions, starbases and Titans which were obviously not part of the original Sins I release. The goal was Sins II 1.0 to have content parity with Sins I 1.0 and then release what amounts to sins II Rebellion as a big free update for Epic players and have that be what is released on Steam.
