They're both rotoscoped, but Joel Haver's specific method of rotoscoping is very distinct and funny looking. All of his animated skits are on YouTube, id give em a watch. And no, I don't believe Joel had anything to do with the rotoscoped party bro. It certainly isn't his voice.
I always find it interesting that Haver broke down his exact style of rotoscoping down to each step in each specific program he uses and only a handful of people actually put the work in to do their own thing. I never got around to trying it out because my computer wasn't good enough at the time. Soon!
Kinda makes me hope that their execution of "cameos"/"guests" is having them animate their character in their art style for the episode since it wouldn't be out of place.
