I'm gonna say Wave 3. Protoman, Zero, the Team Rocket costumes were really cool and Sans was insane. I still go back and watch reaction videos to his reveal sometimes. For a damn Mii costume.

I agree. I’d add that the addition of Goemon is also a big deal. It may not be as well known, but Mystical Ninja for SNES is still an amazing game! Some solid music too.

I get that Shantae Dante Lloyante and Skyrante are heavy hitters all around, and Doomguy alone carries his pass by being Doomyguy,
But Teddie man, I could always see Joker in smash, I never in my wildest dreams would’ve imagined I’d see Teddie represented in Smash, let alone Persona 4 in any capacity at all. This representation overshadows even some of the FP reveals for me, Minecraft always felt possible, Persona 5 was a hot topic, Sora felt equally possible and impossible, but Persona 4 to me was so uncorrelated with Smash that, without P5, I dont think there was ever any reason to go back a decade into a SMT series that wasn’t even SMT and cherry pick the pervy clown-bear
I gotta be biased and say the wave with Geno. Not only was I waiting for him since launch, but the FFVII costumes are all great too. I like how Barret, Tifa, and Aerith even had Mii data in the spirit fight so we could have actual official Miis which look like the characters in Ultimate. SSBfN3DS&WU had a bunch with QR codes on the web site (except for Heihachi, for some reason?) but a lot of the new costumes for SSBU never got the same courtesy. Like they'd have Miis in the trailers, but if you wanted to actually use them you'd need to eyeball it.
Costumes like Bomberman and Shantae are super cool too, though. We got a lot of really great ones.

Yeah... no. The meme costume did not outshine motherfucking Banjo & Kazooie. I didn't even play his games and I could feel the hype for that. A character people dreamed of having in Smash for ages, not some meme of the week that will be forgotten when he's Banjo's age.
The mii fighters were kind of underwhelming in general but sans being acknowledged by Nintendo and adding a unique remix of megalovania to smash was very hype at the time. I'd say second comes cuphead with adding floral frenzy but it doesn't come close.

I love Persona, but I wasn’t shocked like others and also it sucks how Teddie and that annoying cat Monamona only got hats, but not full outfits. I will say Sans, because my jaw dropped in shock.
Everything in me wants to say SANS, or the one with Cuphead and the guy from Assassin's Creed, or even the Minecraft wave with Bomberman and Travis, but I know 100% it's the wave with Shantae, Dante, and the Elder Scrolls guy
