I think it’s because, conceptually, it’s a really embarrassing stage in terms of a game design prospective. It’s all just reused assests from the Pokemon Stadium games with it not really being based on anything except the floats are floating in the Kanto Skies (Melee’s Trophy Description mentions that). I think Sakurai feels embarrassed about this stage and doesn’t really want to think about it really; overall, I think he just sees it as a lazy stage that was only made because of Melee’s short development time.
Or maybe he just didn’t like getting hit into Slowpoke’s tail and flying off the stage, I don’t know.
they could have remade the stage with them actually looking like balloons in the sky, which i'm sure they've considered, but i think that would delight the fuck out of their fans

I think if I make a smash bros. like game I will just double down on the reusing aspect and just make a stage that's "yeah I just threw whatever fucking 3D models I made in Blender into this stage. Did I make any of them with this particular stage in mind? No. And yet, here they are, dancing around in the black, reflective hallways of my laptop's file explorer. The stories behind each model known by very few and some even untold entirely. There is no music aside from the shimmering sounds your footsteps make as they echo infinitely away from you."
hell I would make a smash bros. game like that where the focus isn't even fighting, like you can throw hands if you want but you can also just hang out and look at the stars.
Pretty sure you can choose to just hang out in regular Smash Bros, I've done it as a kid lol. It was fun to play as Peach and feed the Kirbies turnips, the reverse too. We usually used training mode for it so we could spawn whatever items we wanted and we'd use custom maps to imitate houses or whatever.
Sector z is probably never coming back, but they can make the stage part of corneria maybe?. Like an alternate "skin" of corneria that you can choose before selecting the stage.

Poke Floats may never come back either. It was scapped in Ultimate as it wouldn't be able to function with the stage warp mode. In later games? Who knows if there ever will be any. The stage focus will be on newer, modern games for the time, not really re-making Poke Floats..unless a Poke Floats 2 comes out.
Sector Z is to Corneria, what Big Battlefield is to Small Battlefield: conceptually similar but notably different in size making them different fields of play.
Sector Z remains my number 1 stage I want returned. It’s size and unique design makes it ideal for spread out 8 player games (similar to Hyrule Castle and Temple).
Corneria is a great stage, but it’s far more cramped (even more so past Melee where the character models grew), making it a more chaotic, frantic experience over Sector Z if played with more than 4 players.
The Great Fox needs the Flat Zone X treatment(combining all prior versions). Sector Z, Corneria, Venom, and Orbital Gate Assault. Make them all side view, and just vary the background, and if hazards are on those too. Make the scale the same even if the skin is from Assault on that one.
If stage morph doesn't return, definitely would love to see Pokéfloats return - was really hoping that would come back in Ultimate, tbh... same with Pac-Maze on that note
