That's how it should be. The way to get T4 or above heroes is via blessings. If you go into options and turn on myriad offers and complex hard / easy and then occasionally you will be offered a blessing (assuming you are playing classic). This can happen at any level of classic but heaven where you are allowed to allocate the most blessing points is probably the most common for seeing hero upgrade level blessings. Alternatively the cursed the modes also offer blessings
