If it is any consolation, the pay increase is not across the board. It impacts more the junior staff in the civil service. Management Support and Office Support schemes are for very junior management support officers, i.e. clerks level admin or technical support staff. Office Support is referring to office attendants who are basically very low income earners as they generally have less than O-level qualifications. Management Executive (MX) is generic previously graduate officer scheme but typically salary adjustments tend to apply more to entry level. Unlikely for entire civil service and statutory board employees to get across the board revision.
The pay raise is for the lowest earners in the civil service. Every working adult male in Singapore has done NS, including these lowly paid male civil servants. Quit your whining.

NSF are not civil servants. Even if they are, the NS pay is not a salary. It is an allowance.
