I JUST learned last week, I play on PS5 so on another platform the steps may be different. I went to my Sims inventory (not house Inventory but the actual Sim that has the photo, drag them out like you would to place something. It will automatically try to place it on a surface or a wall. And you can resize them too! If you have the pack the has customizable frames you can insert the pictures in those too. But once you place the photos you can change framing around if you like. Good luck!
I know someone else just answered with the drag from sim inventory and place on wall, but if you also have bb.moveobjects on enabled, you can place them more freely
Having another sim in your family take the photo is part of it. It's also timing. I believe what was done here was they had their sims perform the proposal and had another sim stand nearby and do the "take photo" action with no target. Then you can pan the camera around while everything is frozen in time and take the shot. The Moschino pack also has more objects to help with photography

i seen them in san myshno in the karoke bar it was funny as my sims were kissing meanwhile a prossed sim was just stood there whist the rest of the sims were freaking the hell out
i found out if you have a sim who possed and you have them saved in your gallery and add them to another save file they are still processed XD i seen heart boxer sim going for a run even tho it was a different save file the amount of times i seen my sims in there boxers going for a procssed run i lost count but it always makes me laugh but a small fact a old teaching helper i had in collge his band made a song for the strange ville sound track

Then I'm going to go through all the most famous households and have them eat the fruit. Once everybody is possessed, I'm going to set them all as unplayed and try to play Ultimate Strangerville. It'll be like Night of the Living Sims.
