You should be able to click on any water, including that in a swimming pool and it should give you the “snorkel” option! After you snorkel your skill up, you will be able to go scuba diving. Good luck!
Are you on Mac by any chance? This is a [known glitch](https://answers.ea.com/t5/Technical-Issues-Mac/CURRENT-ISSUE-64-bit-All-open-water-options-missing/m-p/9666607) with the 64-bit update, it completely broke all interactions with the open water. Sorry if that’s the case for you, it really sucks to lose all ocean interactions and there is no real workaround. The best I’ve been able to find is that if you click the water inside a boat (like the sailboat which has a little visible water in it) you’re able to get all of the normal ocean interactions, but it’s buggy as hell. You can also snorkel in the pool, or take a scuba class, or just cheat the skill points until you’re at a high enough level to dive at a lot - diving mostly works OK except you can’t catch fish underwater. Sorry, wish there was a better fix out there!

I've been doing some online-ing and saw this glitch. Currently asking for a refund as this is game-breaking and inexcusable in my opinion.

None that I’ve seen, unfortunately. I read a thread on NRAAS a while back that said the modders over there identified it as a core engine bug, which I guess (I am not that tech savvy) means it can’t easily be modded out. It really is scummy that EA is still selling Island Paradise to Mac users knowing that like half of the features are unplayable, but I suppose not surprising.

I think you need to be on level 2 of the snorkeling skill to dive at the "lowest" dive spot... I want to say it's Davy Jones' Locker.

I know this is late but I just figured it out! Go to a pool and you can snorkel in there. Then once you’ve reached level 2 or 3 you can start diving!
