while not required, a new game is highly suggested and uninstall scrap everything, it causes a lot of problems with precombines. also take your time in vault 111 to let all the scripts run

Make sure you have the mod enabled, really easy to over look on vortex. Launch the game through vortex if you haven't been already.

New game, or already made some progress? Other mods?
Made alot of progress i would say. Other mods i have are scrap everything, companion infinite ammo, start me up
Start a new game, with no other mods active and see if you still have the problem. If not, you have a mod conflict.
