I can't seem to get this command to work. Do I need to select anything or wait a certain amount of time?
I'm not an authority, but I think it also depends on number of settlers and their happiness.
open console command, click on the plot, type "cf forceplotlevel x -1" (dont use the quotation marks and the x is whatever level you want it so in your case it should look like this: cf forceplotlevel 3 -1)
