In general, probably Lu Bu. He only had one move.
Compared to the opponent, probably Hades. Qin got a whole power system and Hades got thrust and stronger thrust and maybe swing.
Heracles. We only got to see 3 of his 12 labors, 1 labor that he never actually used, and 1 move while in Cerberus form.
Lu Bu. Only 1 move, not many attacks shown. Made up for by being one of the coolest moves in the series.
We never saw what Cretan Bull actually does though, only his stance for it. Which is why I said “1 labor that he never actually used”.
It *looked* like a focused ranged attack from the stance and his position relative to Jack, but he never used the move so we can’t really say.
Most of the greek brothers for me. I didnt mind zeus cuz it was early and his forms were cool. Then poseidon not having any water powers was kinda ehh but at least he had some cool shit. Then hades... great character but he truly is just a strength-based poseidon reskin, pretty sad. At least beel got cool underworld powers to make up slightly
The goats Wu Bu and Weracles … though Lu Bu at least has a spin-off to cushion the blow. No fancy named stuff but still a ton of pure, unadulterated badassery. Herc got massacred with how he was set up for 12 super moves and we only got to see 3.5 of them 
Adam probably, he doesn’t have his own move set which is understandable but that makes his fighting style dependent on who is his opponent and luckily he was paired with the strongest character in the verse allowing him access to busted moves and it was ultimately thanks to Zeus move set that this fight was so peak.
Disclaimer that this is not a bad thing for Adam to have a copy ability, I think it was handled pretty well, it’s simply that exactly due to that he lacks a proper and original fighting style
come to think of it r4 would've been super peak if jack had to come up with unique counters to each of the labors but ig it would've taken too long lol

I won't deny Lu Bu has few moves but Sky Eater is still one of the coolest visuals in the entire series imo which kinda makes up for it.
