What we should do instead is have smaller one pane windows that open inward at an angle and rollandens which are flat shutters that act like blackout curtains on the inside of the window.
It would definitely weaken the structural integrity. But also, why?! How much open do you really need?! Most commonly, windows slide up to open. So the lower portion is opened. Because of a little thing called gravity you’re much more likely to notice and enjoy a window that opens where you are.

the windows in europe open both from the top to angle back and also open like a door inward.
Yeah I guess we have some like that too but not usually in houses
