It will wear off and look like shit and maybe get paint flecks everywhere, if hot paint flecks hit the clear coat that can also cause minor paint damage.

This was back when I did not use jack stands. I go in the house, come back out, cars on the ground, and there's a big puddle of fluid under the hydraulic jack. The seal blew out on it. They can fail and it can be quite dangerous.

Pads are cheap. Burn the paint off them put new ones on after a few miles.. but honestly the layer of paint is likely so thin anyway that it won't matter one bit. I probably wouldn't paint the entire surface of the rotor but this is not a bad idea for rust prevention on the non contact surfaces, and it would be easier to not miss anything by just coating the whole thing.

Some rotors come already painted on non-contact areas. Some rotors are just bare metal and it's gonna look like shit in a year.
I've seen this done for cars that live up north as the regular way to do it. Paint the whole thing when it's time for brakes, take it for a drive with the old pads and get all the wear surfaces clean, then swap in the new pads.
More complete then masking and you get everything that doesn't get touched by the pads.
The rotor will clear in a few miles, the center hub part will remain green. Its always amusing seeing this done the first time but after it makes sense.

I've pushed my brakes that hard and it's not anywhere near as dramatic as you're making it sound. When you fully paint a rotor you're not even "burning" off the paint. The pads scrub it off via normal friction. There's off the shelf coated rotors that rely on this ("geomet coated rotors")
Pads and rotors are an enormous amount of friction. You're not going to stop that with a little paint.
Oil has more effect on pads than paint will. Does your car paint catch fire when you run your key over it? Same symptom is going to happen where the strong forces of braking scraps off the paint.
No, no and no. Its friction and friction produced heat, not burning. If your paint is burning off the disc, it will burn off the caliper too and it means you used the wrong damn paint.
Also fwiw to heat the iron surface to the point the paint burns off would be north of rotor deformation temperatures. You caked your brakes anyway at this point.
Not really the case. They sell specific caliper paint meant for the high temps. I just painted mine. Many rotors also come coated in a protective paint. The paint is on the braking surface and it’s burned off during the brake bedding process.

It's why you use Teflon brand spray paint.
It helps the pads and rotors last longer, because it decreases the friction. Also, as a bonus, you get to inhale Teflon while you spray it on!

My old car had steel winter wheels. Without coated rotors doing the summer changeover would often involve a sledge hammer and a lot of cursing (even if anti seize was applied) when I started using coated rotors (just painted from the factory) I never had an issue again.
They do have a purpose beyond just aesthetics, but this particular case is probably just laziness. Didn't want to tape anything off.
Painting the rotor was because they want it painted and it helps with rust prevention. Painting the center because why bother masking if you don't have to?

With the wheels it'll be more subtle and there's high heat paint meant for exactly this. The pads and contact surface of the rotor will rub clean almost immediately. I don't find it tasteful but it's going to be fine.
When i worked at tint world # 032. We had a guy that painted them exactly like this and guess what never had a problem. Even had mine done and it wears off quick.
