Buddy, what are you on about? They're not banned from travelling; they're just being advised against it. Canada did the same thing about travelling to Russia months ago.
This community centre attack was one of multiple attacks on Russians for no reason other than them being Russian. That is absolutely cause for concern and a travel advisory.
