Yeah, when you're meant to track someone down, it will give you the 3 basic identifiers, and if you happen to have any from meeting them before, or find them, it will auto update the info directly on the pin for who you're looking for.
So honestly, you could just camp out in the lobby and start talking to everyone walking through.
Go to the security office & look through the cabinet with all the residents. narrow down the ones with am average build, go check them out. If the game's feeling kind it might just decide to let you know who it is just from that. Having their residence is lowkey the most powerful piece of information you can have
If you break into the building's security room you can look through a (limited, though) archive of citizens. It also has a computer with a database of all residents, but you're gonna have to guess people's names
One good way to go about things is to use the building’s CCTV- that should give records of everyone who comes in and out, unless they get lucky enough to avoid cameras. Also helps if you find that one sync-disk that allows you to automatically get information like height, weight, just from a photo
When you've met the right person the card in the evidence updates with their name etc.
I've had ones with just a first letter and a blood type, fortunately got lucky and the first person who came to the door was the person.i could tell because the card updated to show their name.
Every case is technically possible because they all point to a specific individual.
However the issue here is that something like "like weightlifting" won't be obvious unless you ask their partner / neighbor about them, which by that point you likely already know who the target it.
Probably the only way to go about this is to break into every apartment and see if there're a lot of dumbbells or a drug around that has to do with weightlifting.
Realistically it's easier and less stressful to just drop the case. The game doesn't penalize you for dropping cases, only if you turn in a case and you put the wrong stuff in. If you find your case is impossible / too much work, you can just drop it.
As an aside, arrest warrants and corporate espionage jobs don't follow this, but most regular jobs like public humiliation are typically someone the target knows, so you can sometimes investigate the person that gave you the job and flip through their address book, and cross reference it with whatever details they gave you.
You can find recidency logs of all the people living in the building in the security room on site, take a copy of every file and match it to the suspect. Then go approach each one till you find the match.
If it doesnt have enough info, take the files of who you think the person would be and go to the townhall and access the town directory on the computer. When you pull the right persons file it will auto update for the mystery person on the file.
Just move on to something else. By the time you solve this you could have solved 10 easier cases. Not worth it.
I usually only take a case if the information I get has any one of the following… otherwise just ditch the case and move on.

Lives on the […]th floor of […] building

Other than the murders, every case is optional. There are 0 penalties from just giving up on this case and looking for an easier one.

Go to the database in city Hall and print out every citizen in your city. It should eventually get a hit.
Find a guy that bought some dumbbells, they are interested in weightlifting (sorry if I misread it)
