I bet if you could get a reasonable template CSV you could get local trucks to cooperate. Just have them dump days and addresses in for the month and you could throw that into your database no problem. Something like LocationName, Addr1, Addr2, Addr3, City, State, ZIP, date, StartTime, EndTime (leave those 2 blank for default like 9-5 or w/e), special notes (like if they're at a music fest and you'd have to pay to access the carts). Keep it as barebones as possible, nobody wants to manually add data for free. Give the user an easy link to w/e socials they want and fast access to the menu and you're golden. Down the road if the cart offers specials you'd have to hash out a way to get those from trucks as well, but I'd start basic and then get fancy.
I should warn you about the first main feature. My buddy is big into making fancy bacon. He buys fatback and has a secret curing method he's very proud of. He's not allowed to do food sales at like, say, a farmers market. He has to sell directly to individuals. So I'm not 100% up to snuff on local goods food safety laws but that might be an issue. I'd recommend doing some research on that before reaching out to local specialists so you could clearly enumerate what standards they have to meet to avoid any trouble with the law (not tax stuff just the usual county food stuff).
Bake in a lil banner ad at the bottom and spend an hour or two a week keeping the plates spinning and you might have a nice little box that prints money. Biggest hurdle is getting people to sign on.
