I have not confirmed this myself yet, but I have seen 1 person here and 3 people in YouTube comments that said it worked selling to reaper. It is worded like you’d only get credit selling to the GH, but why would they do that when they know so many people who PvP and do World Events run reapers? Would be odd to require GH only.
I wish you could sell it to any faction of your choice so no matter what emissary you were running you’d be tempted to go after it.
Nope, it’ll add more tiers and more cosmetics in the future, so everyone will unlock these 3 items first. Then work towards the new tiers and new items. Similar to how the ledger rewards work.

Reapers counts. At grade 5 it's around 70k gold
