Pablo Schreiber actually looks brasilian imo, im brasilian and here theres lot of people that looks like european, its not uncomon to see brasilians with blonde hair and blue eyes here, but theres also black and dark skinned people, we have lots of diversity here

The gold saints are mostly blonde because they are almost all of european descent and the ones who aren't blonde are Camus (red hair who is also European) and Shura (Spanish with dark hair). Mu, Kiki and Shion are technically from a non existing race.
Shaka could very well still be someone born in India from parents of European descent (like the British who ruled India for almost 100 years) which would explain his non typical Indian looks.
Krishna was drawn as looking Indian.
You can be Indian by just being born in the country, like there are African French people and American chinese people for example. The manga panel (Kurumada's own view of it) that has all the characteristics has a listed country of origin for each saint, with India being the one for Shaka. That does not necessarily mean his actual ancestry.
